Preheat the oven to 180C/350F/Gas mark 4

Cream the butter and sugar until light and fluffy. Add the oats, semolina, flour, syrup, salt and baking powder. Finally add bicarb. and milk. Make small balls and place them on greased baking tray. Bake for 15-20 minutes. Cool.

To make the filling, cream the butter and sieved icing sugar together. Add the rest of the ingredients and mix well.
