Preheat the oven to 190°C/375°F/Gas mark 5
Sift together the flour, baking powder, cinnamon and nutmeg. Cream together the butter and sugar until fluffy. Add the sour cream, milk and the orange rind/zest. Beat until well combined. Beat in the flour mixture. Stir in the oatmeal and cranberries.
Drop by tablespoonsful onto greased cookie sheets. Bake for 10-12 minutes, or until lightly browned. Cool on wire rack.
Combine all ingredients for icing; drizzle cookies with orange icing.
