Preheat the oven to 180°C/350°F/Gas mark 4
Cream together the butter and sugar. Gradually beat in the sour cream, orange rind/zest and juice. Sift together the flour, baking powder, soda, salt and nutmeg. Fold in to the creamed mixture.
Drop by heaping teaspoonfuls on greased cookie sheets. Bake 10 minutes, or until golden around edges. Cool 2 minutes in the oven and place on wire racks to cool completely.
