Preheat the oven to 180°C/350°F/Gas mark 4
Sift together the flour and cinnamon.Set aside.Cream together the butter,sugar and vanilla until fluffy and light.Add dry ingredients with the rice and carob chips.Mix well.
Drop by level tablespoonfuls onto ungreased baking sheets and bake at 350 degrees for about 15 minutes or until cookies are a pale golden brown.
