Preheat the oven to 180°C/350°F/Gas mark 4
Sir the sugars, oil and margarine together, in a large bowl, until well mixed. Sift the flour, baking powder, cream of tartar and salt together. Fold in to the oil mixture. Add in the coconut, rice and nuts. Mix thoroughly. Add a little water to get a dough consistency if needed.
Drop by teaspoon onto greased cookie sheet. Flatten with the oiled back of a tablespoon. Bake for 10-12 minutes until firm. Leave on baking sheet until cooled, as cookies are very tender. Store carefully.
