Preheat the oven to 180°C/350°F/Gas mark 4
Cream together the butter and sugars. Add the sour cream. Mix in the pecans and raisins. Sift together the flour, baking powder and spices. Blend in to the creamed mixture.
Drop by teaspoons onto a greased cookie sheet. Bake for 10 to 12 minutes, until brown at the edges. Cool on a rack.
